Clarifying PPWR roles for plastic film makers
EuPF has published a customer note setting out how the Packaging and Packaging Waste Regulation (PPWR) allocates legal responsibility across the plastic film supply chain. The note explains why makers of plastic film are suppliers of packaging material, not manufacturers of packaging, and why they are not producers within the meaning of the Regulation. It also addresses the limited exceptions to this rule, and the separate obligations film makers may hold for the transport packaging used to ship their own products.
