New evidence on PPWR Article 29(1) reuse target for pallet wrapping
Following the exemption of pallet wrapping and straps from the 100% reuse targets under Articles 29(2) and 29(3) PPWR, EuPF publishes additional analyses addressing the remaining 40% reuse target under Article 29(1).
The add-on study by ifeu reconfirms that single-use pallet wrapping delivers a lower environmental impact than reusable alternatives under the EU-wide distribution conditions of Article 29(1). The annex by RDC Environment identifies €4.7 to 5.3 billion in additional capital expenditure not captured in the initial economic assessment and shows that reuse obligations would trigger the premature write-off of existing automated machinery, with an estimated residual book value of around €1 billion. A summary of both follow-up studies is available for download below, alongside the full analyses.
For further background, see the accompanying press release and the initial studies published in 2025.
